The Shire of Ashburton has adopted its 2026/2027 Annual Budget, delivering a strong operating budget of approximately $113 million and a $72 million capital works program to support communities across the district.
This year's budget has been developed through an extensive program of Council workshops and careful financial planning, ensuring community priorities remain at the centre of our decision making. It reflects Council's commitment to responsible financial management, continued investment in infrastructure, and the delivery of services that support the liveability, resilience and prosperity of our district.
The 2026/2027 Budget has been prepared in a challenging environment characterised by rising construction costs, workforce shortages, increasing insurance premiums, and ongoing cost-of-living pressures. Despite these challenges, the Shire remains in a strong financial position and continues to invest in projects and services that will deliver long-term benefits for our communities.
This year's budget provides for operating revenue of approximately $113 million and a capital works program of almost $72 million. These figures demonstrate the scale of services, facilities, and infrastructure delivered by the Shire across a large and diverse district. Importantly, Council has maintained the residential rate in the dollar at the same level as the previous year, recognising the cost-of-living pressures being experienced by households. This decision reflects Council's commitment to balancing affordability with the need to maintain services, renew infrastructure, and plan for future growth.
A significant feature of the budget is the continued delivery of major infrastructure projects across the district. Roads and drainage remain a key priority, with more than $34 million allocated to improving transport networks, flood resilience and critical assets that support both our communities and the regional economy. Investment in staff housing also continues, recognising that attracting and retaining a skilled workforce remains essential to maintaining service delivery across the Shire.
Council has also reaffirmed its commitment to the future of Onslow through Stage 2 of the Onslow Streetscape Project. This transformational project will continue to enhance the town centre, improve public spaces, and contribute to the long-term liveability and attractiveness of Onslow for residents, visitors and local businesses. Alongside ongoing drainage improvements and community infrastructure projects, the streetscape project represents a significant investment in the future of our coastal community.
The budget also incorporates the outcomes of the new Industrial Agreement, including measures designed to support staff retention and recruitment in an increasingly competitive regional labour market. Investing in our workforce is essential to maintaining the standard of services our communities expect and deserve.
Another important initiative this year is Council's support for the early procurement of key road, floodway and housing projects. This proactive approach is expected to improve project delivery outcomes, secure contractor availability earlier, and reduce the risk of delays associated with the Pilbara wet season. By planning ahead, Council is seeking to maximise the value achieved from every dollar invested on behalf of the community.
Shire President Audra Smith said the budget reflects Council's commitment to responsible financial management, community wellbeing and long-term investment in Ashburton's future.
"While this budget focuses on the year ahead, Council continues to look towards the future. Planning is progressing on several significant strategic projects, including the proposed Onslow Airport runway upgrade and the future expansion of the Pilbara Regional Waste Management Facility. These projects have the potential to support economic growth, strengthen regional infrastructure, and contribute to the long-term sustainability of the Shire.
