Rio Tinto – Inspire Community Partnership

The Shire of Ashburton and Rio Tinto have a long-standing partnership dedicated to enhancing liveability and community wellbeing across Tom Price, Paraburdoo, and Pannawonica.
Community Infrastructure and Services Partnership (CISP) – 2012 to 2022
In 2012, the Shire and Rio Tinto signed a Memorandum of Understanding to collaborate on revitalising existing and developing new civic, sporting, and community facilities and programs. Known as the Community Infrastructure and Services Partnership (CISP), this initiative focused on improving town amenity and creating vibrant communities that attract and retain residents. By leveraging local government expertise, the partnership maximised investment and delivered high-quality projects that strengthened community resilience and pride.
Inspire Community Partnership – 2022 to 2032
Building on the success of CISP, the partnership was renewed in 2022 as the Inspire Community Partnership, a $37.5 million, 10-year agreement. This strategic collaboration aims to deliver key infrastructure projects, local services, and public events that foster economic diversity and social connection.
Key Objectives of Inspire:
- Town Amenity and Beautification: Enhance public spaces to attract and retain a diverse population, supporting economic growth and community vibrancy.
- Efficient Project Delivery: Implement rationalised and cost-effective projects and services.
- Infrastructure Development: Upgrade or create civic and community facilities aligned with future growth and community needs.
- Community Resilience and Leadership: Support initiatives that strengthen local leadership and sense of place.
- Funding Leverage: Secure additional resources to meet priorities outlined in the Community Lifestyle and Infrastructure Plan (CLIP).
What Has Been Achieved So Far
- Major Projects: The Paraburdoo Bike Park, Tom Price and Paraburdoo Oval lighting upgrades, and Pannawonica Youth Services Pilot are examples of Inspire-funded initiatives that improve liveability and encourage active lifestyles.
- Programs and Events: Annual funding supports cultural and recreational events such as NAIDOC Week celebrations, school holiday programs, and community festivals, fostering inclusiveness and civic pride.
- Strategic Planning: The Inspire Tactical Advisory Team and Senior Leadership Team ensure governance, accountability, and alignment with long-term community goals.
Looking Ahead
Over the life of the Inspire Community Partnership, projects will continue to be delivered in line with Shire Strategies and community aspirations and an asset-based community development model, ensuring Tom Price, Paraburdoo, and Pannawonica remain vibrant, sustainable, and connected communities.
Inspire Community Partnership 2024/2025 Report
The Shire of Ashburton, on behalf of Rio Tinto through the Inspire Community Partnership is proud to present to you the 2024/2025 Inspire Community Partnership Report. Building on the momentum of previous years, the partnership continues to deliver meaningful outcomes across Tom Price, Paraburdoo and Pannawonica, strengthening community resilience, enhancing liveability, and fostering a deeper sense of belonging, connection and inclusiveness. This year’s achievements include the completion of major infrastructure projects such as the Paraburdoo Bike Park, the commencement of the Pannawonica Bike Park, and the start of lighting upgrades at Clem Thompson and Peter Sutherland Ovals. In addition, the partnership delivered a diverse calendar of programs and events, co‑designed with local stakeholders and youth groups, empowering young people, celebrating cultural diversity, and building local capacity through workshops and leadership initiatives.
