Pilbara Police are speaking with licensed premises regarding the possibility of introducing additional liquor restrictions within the Shire of Ashburton which limit the maximum amount of alcohol that individuals can purchase in any one day. The restrictions would be managed through a Takeaway Alcohol Management system (TAMS).
The Police have sought the Shire of Ashburton’s view on this matter. Prior to making a formal position, the Council has elected to seek the views of the community on liquor restrictions via a short community survey. The outcomes of the survey will be considered by Council when forming a position on this matter. Restrictions are also being canvassed in other Pilbara local governments.

TAMS is a scanning technology system that manages the proposed liquor restrictions at the licensed premises. The scanners use legal personal identification (current Australian driver’s license with photograph, current passport or current Australian Proof of Age card) to allow licensees to register alcohol purchases made by every person who makes alcohol purchases within the area. The system has the capacity to cross reference between liquor outlets to ensure that maximum daily takeaway alcohol limits per person are not exceeded. Identification and purchase data is held for one day only and is deleted at the conclusion of each day.
The proposed restrictions would apply to the purchase of full strength takeaway liquor purchases only.
- Full-strength takeaway beer sales would also be banned, with only mid-strength beer to be available at a limit of one carton per person a day.
- Spirit sales would be capped at one 750ml bottle for each person and wine sales limited to three bottles.
- People wanting to buy a combination of beer, spirits and wine would only be able to buy half of the daily maximum of each.
Local police have indicated that a high percentage of violent incidents within the Pilbara have excessive alcohol as a contributing factor. The proposed restrictions are aimed at:
- Reducing alcohol-related harm, crime and problems in the Shire of Ashburton;
- Promoting and fostering the responsible service of alcohol;
- Promoting and fostering the responsible consumption of alcohol;
